Rose slugworm

Small, green, caterpillar-like larvae up to 14mm long with pale brown heads.  They feed on the lower surface of the rose leaf causing any remaining damaged tissues to dry up forming whitish-brown skeletonized patches.

No chemical controls registered for use against this pest.

Use cultural controls i.e. inspect roses regularly, picking off any infested leaves at the first signs of attack.
